Second U.S. passport book: who can get one and how to apply

Why the State Department may issue a second passport book, how long it lasts, the signed statement you add, and when you apply by mail or in person.

Who can get a second passport book

With a valid passport book, you may get a second book if, for example, a destination would deny entry because of stamps in your passport, you travel often and need several foreign visas, or an embassy keeps your passport while processing a visa. The second book is valid for 4 years or less, and only books (not cards) are issued as second passports.3

These reasons are examples. The State Department decides each request. If your reason is different, check the official source before you apply.

Mail or in person

You sign a statement explaining why you need the second book: with your 10-year passport you follow the renewal steps; if you cannot send it, you apply in person.4

The renewal steps work only if your current passport meets every condition for mail renewal:

You can renew by mail with Form DS-82 only if every one of these conditions is true.5

  • You can send your most recent passport with the application.
  • It was never reported lost or stolen.
  • It was issued within the last 15 years.
  • It was issued when you were 16 or older and was valid for 10 years.
  • It is in your current name, or you can show a marriage certificate, divorce decree or court order for the change.
  • It is not damaged beyond normal wear and tear.

If every point is true, you use Form DS-82 and mail it with your current passport and your statement. Print Form DS-82 single-sided, sign and date it, staple one photo with four staples in the corners, include your most recent passport and the fee, and mail it with the U.S. Postal Service. No $35 acceptance fee applies to DS-82.6

If your passport is not with you (for example, an embassy is holding it for a visa), or it fails any point above, you apply in person with Form DS-11 at an acceptance facility. Find one with the official search: iafdb.travel.state.gov7.

For an in-person application with Form DS-11, bring these items.8

  • Form DS-11, filled in and printed single-sided, not signed.
  • Original evidence of U.S. citizenship on paper (for example a U.S. birth certificate) plus a photocopy.
  • A physical photo ID (for example a valid driver's license) plus a front-and-back photocopy; bring a second ID if it is from another state.
  • Photocopies on 8.5 x 11 inch paper, one side only.
  • One passport photo (do not staple it; the agent does).
  • The application fee and the separate acceptance fee.
Do not sign Form DS-11 until the acceptance agent asks you to; the agent gives you an oath and watches you sign.9

Step by step

  1. Check that your current passport book is valid and that your reason matches the rule above.
  2. Write a short statement that explains why you need a second book, and sign it.
  3. Check the mail renewal list. If every point is true, fill in Form DS-82. If not, fill in Form DS-11 and leave it unsigned.
  4. Get one passport photo that meets the official rules (see Passport photo requirements).
  5. By mail: put Form DS-82, the stapled photo, your current passport, your signed statement and the payment in the envelope, and mail it to the address for your state and service speed (see Where to mail your passport application).
  6. In person: take Form DS-11, your signed statement and the items in the list above to an acceptance facility, and sign the form only when the agent asks.
  7. Watch your email for status updates and keep your receipt or tracking number.

Checklist

Do and don't

Do

  • Say clearly in your statement which trips or visas make the second book necessary.
  • If you apply by mail, plan your trips around the weeks your current passport is away.
  • Keep a copy of everything you send or hand in.

Don't

  • Don't ask for a passport card as your second passport: only books are issued.
  • Don't use online renewal for this. After you submit an online renewal, the passport you are renewing is cancelled and can no longer be used for international travel; you keep it.10
  • Don't pay a website that says it will renew online for you. The State Department warns that websites or companies claiming to renew your passport online for you may be fraudulent, even with "Gov" in their name; official sites end in .gov.11

Fees

These are government fees, separate from any Passmere fee. The application fee goes to the U.S. Department of State; the acceptance fee goes to the facility.

By mail or at an acceptance facility, pay the application fee with a check or money order payable to "U.S. Department of State", with the applicant's name and date of birth in the memo. The acceptance fee is paid separately to the facility. Online renewals are paid by credit or debit card.15 The application fee and the acceptance fee are not refunded, even if no passport is issued. Only the $60 expedite fee can be refunded when expedited service was not delivered on time.16

How long it takes

  • Routine processing: 4–6 weeks17.
  • Expedited processing: 2–3 weeks18.
  • Mailing can add up to 2 weeks19 each way.
  • Documents you sent, such as your current passport, come back up to 4 weeks20 after the new book.

Frequently asked questions

How long is a second passport book valid?

For less time than a regular passport book. The exact limit is in the official rule under "Who can get a second passport book".

Can my second passport be a card?

No. Only books are issued as second passports. If you want a card for land and sea trips, read Passport card vs. passport book.

Do I have to send my current passport?

If you follow the mail renewal steps, yes; it comes back to you separately. If you can't send it, apply in person with Form DS-11.

Does Passmere decide whether I get a second book?

No. Only the State Department decides. Passmere is a private company: it prepares the forms from your answers, a person checks every page, and you sign and submit them yourself.

Will Passmere ask for my Social Security number?

No. The official passport forms ask for your Social Security number if you have one; if you were never issued one, you enter zeros and attach the signed statement the form describes.21 Passmere never asks for it: you write it on the form yourself.
